Binance will block transactions involving 16 crypto platforms, including HTX, after sanctions and compliance restrictions tied largely to Russia take effect.

Binance Transaction Blocks
Binance said Friday it will stop processing transactions involving 16 crypto-asset service providers and exchanges. Restrictions on Shelbit and Aban Tether Exchange took effect Aug. 7, while A7 Nigeria, A7 Africa and PilotFinance Ltd. were blocked beginning Aug. 13.
From Aug. 23, the restrictions will extend to Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode/Exnode Pay, HTX and EXMO Ltd. The staged schedule leaves users with different cutoff dates depending on the platform involved.
“Binance is required to adhere to the regulatory requirements in the jurisdictions in which it operates,” the company said. “These measures are necessary to meet those requirements and to help maintain a safe and secure environment for our users and their assets.”
Binance told users not to send or receive funds through the exchange when transactions involve any of the 16 entities after their applicable cutoff date. Attempts involving a listed platform can prompt a compliance review and may lead to wallet restrictions.

HTX Sanctions Context
The European Union sanctioned HTX in July, accusing the exchange and other listed firms of helping frustrate restrictions imposed over Russia’s invasion of Ukraine. The bloc said HTX had provided financial services connected to A7 Limited Liability Company, a Russia-linked cross-border payments firm.
The United Kingdom separately sanctioned Huobi Global S.A. in May, and its Office of Financial Sanctions Implementation said the restrictions apply to HTX because of Huobi’s ownership. TRM Labs later alleged that HTX rotated hot wallets and funding addresses after the British action.
Not every Binance restriction stems from the Russia sanctions regime. Shelbit and Aban Tether Exchange were sanctioned by the U.S. Treasury Department over alleged Iran-linked money laundering and sanctions evasion.
HTX adopted its current name after Huobi’s ownership changed in 2022, when TRON founder and longtime crypto investor Justin Sun acquired a major stake through an investment vehicle. That history now places a globally recognized exchange at the center of overlapping European sanctions actions rather than only smaller, lesser-known platforms.
