Ethereum Hegotá Scope
Media reported Sunday that developers are working through a broader pool of 66 proposals as they define Hegotá, the next major network upgrade after Glamsterdam. The selection remains fluid. Hegotá’s Meta EIP currently lists fork-choice enforced inclusion lists, or FOCIL, as scheduled, while Frame Transactions, EIP-8141, remains under consideration.
FOCIL would use a validator committee to create inclusion lists that block builders must respect, reducing the ability of dominant builders to exclude valid transactions. The proposal targets censorship resistance directly.
The review also includes privacy-related proposals such as Keyed Nonces, EIP-8250, and Recent Roots for Frame Transactions, EIP-8272, which are designed to support new transaction and validation patterns. Developers are expected to continue the scoping process during the next core developer call on Aug. 17 at 2 p.m. UTC. Proposals that miss Hegotá can still return in later upgrades.

Privacy Case
Ethereum Foundation contributor Toni Wahrstätter argued that Frame Transactions, Keyed Nonces and Recent Roots should be included together because they could “unlock native privacy” for applications without forcing users to depend on intermediaries. The three proposals address different protocol constraints.
Frame Transactions would introduce a transaction format with programmable validation and gas payment, while Keyed Nonces would allow separate nonce domains that can support privacy-oriented spending patterns.
Recent Roots would let frame transactions reference verified recent state roots, which can help privacy applications validate proofs without relying on mutable external storage. Together, those changes could move some privacy infrastructure closer to Ethereum’s base protocol.
Hegotá is planned for 2027, but its final scope remains unsettled as developers compare implementation complexity, security trade-offs and the value of each candidate feature. Before that upgrade, Ethereum’s roadmap places Glamsterdam in Q4 2026, focused on proposer-builder separation and block-level access lists, making Hegotá the next stage in the network’s longer protocol overhaul.
