The Republic of the Marshall Islands completed the world's first on-chain universal basic income disbursement on December 16 using the Stellar (XLM) blockchain.

The program distributes payments through USDM1, a U.S. dollar-denominated sovereign bond fully backed by short-term U.S. Treasury bills.

More than 33,000 citizens have enrolled in the initiative.

What Happened

The Marshall Islands' ENRA program replaces quarterly physical cash deliveries with instant digital transfers across 24 widely dispersed atolls.

The Stellar Development Foundation and Crossmint developed the distribution system.

Citizens receive funds through Lomalo, a custom-built digital wallet app enabling on-chain payments.

The initiative addresses logistical challenges where traditional banking access faces geographic barriers.

USDM1 operates under New York law using a Brady-bond structure with U.S. Treasury collateral held by an independent trustee.

Recipients can opt for physical checks or direct bank deposits alongside the digital wallet.

The Marshall Islands operates under the Compact of Free Association with the United States through 2043.

Why It Matters

The deployment represents blockchain's first live implementation at national government level for welfare payments.

Traditional cash deliveries to remote islands involved long delays and high costs that on-chain distribution eliminates.

Stellar Development Foundation CEO Denelle Dixon described the program as demonstrating "what adoption looks like for blockchain technology."

XLM traded around $0.23 following the announcement, down 14% over the past week.

The initiative provides a blueprint for governments leveraging blockchain for transparent and efficient public service delivery.
